Where to Send an IP Complaint on Turkish Marketplaces: Channels and KEP Addresses (2026)
Muhammet Çay · 6 September 2026 · 5 min read
Short answer: Turkish law lets a rights holder file an intellectual-property complaint with a marketplace through the platform's internal system, a notary, or registered electronic mail (KEP); the three are equivalent and the same 48-hour rule applies to each. Verified channels: Trendyol — seller-panel notices, KEP dsm@hs02.kep.tr; Hepsiburada — notary or KEP only for rights holders, KEP dmarket@hs02.kep.tr; n11 — Brand Protection Center with separate membership, KEP n11@hs01.kep.tr; Çiçeksepeti — no public rights-holder portal, KEP ciceksepeti@hs01.kep.tr; Amazon.com.tr — Brand Registry (free, no need to sell on Amazon).
Five marketplaces, five doors. This page lists the door for each, verified from the platform's own published pages, together with the legal rule that makes the doors equivalent. It is the reference page we point clients to when they ask "where does the complaint actually go".
The rule that makes the channels equivalent
Article 12 of the Turkish Regulation on Electronic Commerce Intermediary Service Providers (Official Gazette 29 December 2022, no. 32058) names three channels through which a rights holder may complain about an infringing listing: the marketplace's internal communication system, a notary, or registered electronic mail (KEP). The three are alternatives. Whichever you use, the marketplace must act on a complete complaint without delay and within 48 hours at most. The content of a complete complaint, and the seller's right to object, are covered in Turkey's 48-hour takedown rule.
KEP (Kayıtlı Elektronik Posta) is Turkey's registered e-mail system. A message sent from a KEP account to a KEP address carries legal proof of sending, delivery and content. KEP accounts are issued by licensed Turkish providers to identified persons and companies; a foreign brand without one typically files through its Turkish trademark attorney or distributor, or uses a notary.
Channel table
| Marketplace | Channel open to rights holders | KEP address | Notes |
|---|---|---|---|
| Trendyol | Seller panel: İhlal Bildirimleri (Infringement Notices) and Satıcı Bazlı Marka İhlal Bildirimi (Seller-Based Trademark Infringement Notice); trademark registration under Ürün > Belge ve Tescil İşlemleri > Marka Tescil İşlemleri | dsm@hs02.kep.tr |
Panel requires a seller account. Limits per notice: 10 links for trademark, 5 for image/design; review within 36 hours. |
| Hepsiburada | Notary or KEP only. The internal communication system in the seller portal is open only to sellers with a store on the platform. | dmarket@hs02.kep.tr |
Publishes separate sample declaration-of-responsibility texts for complaints and for objections. |
| n11 | Brand Protection Center — separate membership required | n11@hs01.kep.tr |
Membership application: signed agreement, signature circular or declaration, registration and authorization documents, sent to mkm@n11.com. The screens are supported only in Chrome. |
| Çiçeksepeti | No publicly announced rights-holder portal found — notary or KEP | ciceksepeti@hs01.kep.tr |
The absence of a portal does not remove the obligation; article 12 treats notary and KEP as equivalent channels. |
| Amazon.com.tr | Amazon Brand Registry — free; Report a Violation, Brand Protection Report, Project Zero | — | Brands that do not sell on Amazon can enroll. The most common rejection reason is physical: the logo must be permanently affixed to the product or packaging. |
The KEP addresses belong to the operating companies (Trendyol is operated by DSM Grup; Hepsiburada by D-Market). Verify the address on the platform's own page before sending anything with legal effect; we re-check this table when the platforms change their pages, and the last verification date is the page's update date above.
Three things to know before choosing a door
No portal is not an excuse
The regulation lists the internal system, notary and KEP as alternatives. A marketplace is not required to offer a portal, and a marketplace without one is still bound by the 48-hour rule when a complete complaint arrives by notary or KEP. This is why Çiçeksepeti's lack of a rights-holder portal changes the route, not the outcome.
The rights holder files, in its own name
The five mandatory elements include the complainant's identity and address and a declaration of responsibility for the accuracy of the complaint. The marketplace's review is limited to the documents submitted; the risk of a wrong complaint sits with the person who signs. An attorney or distributor can file with authority to act, but the declaration is still made on behalf of the rights holder. We prepare evidence files with the rights-holder sections left blank for exactly this reason, and we do not file on a client's behalf.
The panel and the law run on different clocks
Trendyol's 36-hour review is its internal service level. Hepsiburada's page restates the regulation's 48-hour removal and 24-hour republication. Amazon's Report a Violation has its own review. The legal ceiling — 48 hours for a complete complaint, 24 hours for republication on a proper objection, no second complaint without new documents — is the same on all five. When a platform's own timing is shorter, you get the shorter one; when a platform is silent, the regulation still applies.
What goes in the message
Whatever the channel, the complaint needs the five elements of article 12:
- the registration certificate for the right, in force in Turkey;
- the complainant's identity and address;
- the grounds and the evidence;
- the internet address of the listing;
- the declaration of responsibility.
For Trendyol, the Trendyol guide explains which cases belong in the panel and which do not. For Amazon.com.tr, Amazon Turkey Brand Registry after approval covers the tool and its limits. Our Turkish-language notice generator at /araclar/ihlal-bildirimi-olusturucu/ produces a complaint text structured around the five elements; it is in Turkish because that is the language the marketplaces process.
Before you send anything
A complaint removes a listing; it does not tell you who else is selling. Before filing, most brands benefit from one picture of the whole market: every listing under the brand name on the five marketplaces, grouped by seller, with the observed price range and whether the seller is on the brand's dealer list. We produce that picture as a free initial scan, and the evidence file for any listing you decide to act on as part of the monitoring packages.
Frequently asked questions
What is a KEP address?
KEP (Kayıtlı Elektronik Posta) is Turkey's registered electronic mail. A message from a KEP account to a KEP address carries legal proof of sending, delivery and content. The Turkish e-commerce regulation names KEP as one of the three channels for IP complaints, alongside the marketplace's internal system and a notary.
I am a foreign company without a KEP account. How do I file?
Use a notary notification, or file through a Turkish trademark attorney or your distributor who has a KEP account, with authority to act on your behalf. Where the marketplace offers a rights-holder portal — Amazon Brand Registry, n11's Brand Protection Center, Trendyol's seller panel — that is also a valid channel.
Can I complain to Hepsiburada through its seller portal?
Not as a rights holder. Hepsiburada's published process states that rights
holders use notary or KEP; the internal communication system is for sellers
with a store on the platform. The KEP address is dmarket@hs02.kep.tr.
Çiçeksepeti has no brand-owner portal. Does the 48-hour rule still apply?
Yes. Article 12 treats notary and KEP as equivalent to an internal system. A
complete complaint sent to ciceksepeti@hs01.kep.tr triggers the same
obligation.
Does Amazon.com.tr have a KEP address for IP complaints?
Amazon's Brand Registry pages do not publish one, and we do not list addresses we have not verified. Brand Registry's Report a Violation is the internal channel; notary remains available under the regulation.
Do these addresses change?
They can. Verify the address on the platform's own page before sending a message with legal effect. We re-check this table and update the date on this page when a platform changes its published address.
